One of Southern Illinois' best-known sports officials, Ted Knapp, has filed a $1.5 million federal lawsuit against Jefferson County, the Jefferson County Sheriff's Department, Sheriff Roger Mulch and deputies John Kemp and Mike Walker following his arrest last year after a basketball game in Bluford.
